Article 240 empowers the President of India to make regulations for the peace, progress, and good governance of certain Union Territories (UTs) that do not have a legislative assembly. अनुच्छेद 240 भारत के राष्ट्रपति को कुछ ऐसे केंद्र शासित प्रदेशों (यूटी) की शांति, प्रगति और सुशासन के लिए नियम बनाने का अधिकार देता है, जिनमें विधानसभा नहीं है। यह शक्ति मुख्य रूप से अंडमान और निकोबार द्वीप समूह, लक्षद्वीप और अन्य ऐसे केंद्र शासित प्रदेशों के लिए प्रयोग की जाती है, जिनके पास अपनी विधानसभा नहीं है, जिससे राष्ट्रपति को वहां सीधे लागू होने वाले कानून जारी करने की अनुमति मिलती है।
